I don't know why that would be required, but it looks like it... the direction of a 4 stroke engine's rotation is dictated by the camshaft. Ignition timing plays a part as well but to a far lesser extent. I would guess the engine was used for a stationary drive, perhaps a generator or pump. The gearbox has been cut off, the flyweel left but sans clutch. Might be a marine application too. Rick |
