It looks like a clutch cover/ housing over the sprocket with a lever coming out of the middle. An auxiliary generator would make sense. The stand must be a period accessory as I have seen the same stand on several pictures of Police KJs. It would allow the officer to sit up strait and be comfortable on the bike for prolonged periods and then take off faster than if using the rear wheel stand.

Your question isn't clear to me . Are you referring to an extra sprocket? If so
maybe to drive a large auxiliary generator to charge those extra batteries. Is
that front stand the inventor's idea or a period accessory ?
